Drafting: A Welcome Message

Me thinks we should probably work on getting a draft up, yes?

I don't know. When I notice new nations, I send them a telegram, and it's got all the "join the forum and the irc" stuff, but it's pretty low-key, and I think that telegrams that are too.. polished sometimes don't make people feel like they're being treated as a person in their own right.

Maybe just make a list of somethings that should be mentioned, and let each recruiter wing it a bit?

I'm thinking:
-Welcome
-Join the forum: Community, things to get involved in, community.
-Join the IRC Channel: Fun chats, music, etc.
-Welcome again, something personal.
-Volunteer to help them get situated.
-name.

BTW, you can recruit via TG in Osiris, just recruiting on the RMB is banned. Though I might end up "failing" to notice any by the Library.
